How do I get into a University?

Ok right now im going to community college but i want to transfer to a University by 2012 Spring semester. What are the requirements and what should i expect? I know some of them require a ACT score and a certain GPA but other than that, can i just take out loans or financial aid and pay my way into college? What reasons would I not get accepted into the Univeristy if i applied?
